“2015 was the year of negotiations and decisions, 2016 must be the year of application and action,” said COP21 President Laurent Fabius in an interview with Le Monde<\/em> newspaper dated January 11.<\/p>\n

One month after the adoption of the Paris Agreement on December 12 by 195 countries, the French Presidency is working with the entire international community and in conjunction with Morocco, which holds the presidency of COP22, to transform the principles laid down in Paris into concrete action. Because the presidency of a COP doesn’t end once the gavel has been turned, it lasts for a year, until the opening of the next COP. <\/p>\n

The 2016 programme includes four major events:<\/p>\n

the signing ceremony on April 22<\/strong> at UN headquarters in New York. Countries will then have one year to ratify the agreement. The treaty is due to enter into force 30 days after ratification by at least 55 countries representing at least 55% of total greenhouse gas emissions. <\/p>\n

publication by the UNFCCC of a new synthesis report on NDCs on May 2<\/strong>. This report will include all 187 published contributions (plus those submitted by April 4), while the previous report (October 30) was based on 146 contributions. <\/p>\n

the negotiating session<\/strong> in Bonn (Germany), headquarters of the UNFCCC, from May 16 to 26<\/strong>, which will be the first session since the adoption of the agreement, with the first meeting of the “Ad hoc Paris Agreement Committee” (APA) responsible for preparing decisions on implementing the Paris Agreement.<\/p>\n

the appointment by the Presidents of COP21 and COP22 of two champions <\/strong>(the first to serve until COP22, the second until COP23) to monitor the initiatives of non-governmental players.<\/p>\n

The French Presidency also intends to accelerate action before 2020, by continuing the mobilization of non-governmental players already heavily involved through the LPAA and the Paris Pledge.<\/p>\n

Main international events in 2016:<\/p>\n

– January 16-17: General Assembly of the International Renewable Energy Agency (IRENA), an intergovernmental organization with 139 member states whose mission is to promote renewable energies, in Abu Dhabi.<\/p>\n

– January 18: World Future Energy Forum and 2nd International Solar Alliance Steering Committee meeting in Abu Dhabi.<\/p>\n

– January 20: Laurent Fabius addresses the European Parliament in Strasbourg, at the invitation of President Martin Schulz, followed by a plenary debate on the follow-up to COP21.<\/p>\n

– January 20-23: World Economic Forum in Davos. – end of January: publication of the COP21 carbon footprint. Report produced by EcoAct during the three phases: assembly, operation and dismantling at the Paris-Le Bourget site. – early February: call for projects to offset carbon emissions during COP21. <\/p>\n

– February 25-26: negotiators’ dialogue organized by Brazil and Japan in Tokyo.<\/p>\n

– April 4: deadline for countries that have not yet done so to submit or revise their national contribution (NDC).<\/p>\n

– April 15-17: IMF and World Bank meetings.<\/p>\n

– April 22: Paris Agreement signing ceremony in New York.<\/p>\n

– May 2: publication by the UNFCCC of a new synthesis report on NDCs.<\/p>\n

– May 5-6: United Nations Climate Action Summit in Washington.<\/p>\n

– May 16-26: negotiating session in Bonn (Germany).<\/p>\n

– May 26-27: G7 summit in Shima (Japan). – June1-2<\/sup>: Clean Energy Ministerial<\/em> (San Francisco). <\/p>\n

– September 4-5: G20 summit in Hangzou (China).<\/p>\n

– October 7-9: IMF and World Bank annual meetings.<\/p>\n

– November 7-18: COP22 in Marrakech (Morocco).<\/p>\n

– December 12: first anniversary of the Paris Agreement.<\/p>\n

2018 will be another milestone. The agreement sets a firstmeeting<\/strong>to take stock of national contributions. This will enable us to assess the need to increase our ambition in the light of developments.
